us$2-million donation
from the Central
American Economic
Integration Bank (BCIE
in Spanish).
Minister of Finance
Guillermo Zuniga, who
represents Costa Rica in
the Bank’s board of
governors, claims that
he did not know the
details of the donation
and that he is not
familiar with the
controls applied in this
case.
Minister of the
Presidency Rodrigo
Arias, a brother to
President Dr. Oscar
Arias, asserts that all
has been done in a legal
fashion. According to
him, the funds are of a
“private nature”.
However, several
congressmen demand a
probe of the whole
