Don Bosco Being Converted
Into "Chinatown"
Don Bosco, the south of Paseo Colon in San Jose, is being the new
home of the Chinese workers who will be building the new sports
stadium in the Parque La Sabana. The stadium is a donation by the
government of China.
A total of 600 Chinese will make the old Padre Turcios stadium in
San Bosco, which is in the process of being transformed to house the
workers, where a group of 40 are busily reading the housing before
their "paisanos" arrive.
The Chinese workers will feel completely at home, as everything from
their homeland is being shipped in, including machinery, equipment,
cooks and Chinese made cigarettes.
The concept of "turnkey" - a type of project that is constructed by
a developer and sold or turned over to a buyer in a ready to use
condition - is being taken literally by the Chinese, who appinted
the Anhui Foreign Economic Construction (AFEC) company, who, along
with importing workers, is also importing most of the material and
machinery to be used to construction the new sports facility.
The first stone of the new stadium is programmed for March 15, which
construction to be finished by November 2010, when Costa Rica will
be handed the key to the stadium by Chinese government officials.
The Chinese workers will be in Costa Rica under an immigration
permit issued speficically for the project, which ends once the
stadium is finished, according to immigration director, Mario
Zamora.
Zamora added that is very unlikely that the workers will want to
stay on after the completion, as they are "specialized" workers.
For his part, the viceministro de Trabajo, Eugenio Solano, said the
workers come under the regimen of the Código de Trabajo de Costa
Rica (Labour Code) and must be insured, as well will have all the
rights of workers in Costa Rica.
For her part, the ministra de Salud, María Luisa Ávila, said the
Health department will be keeping an eye on the workers living
conditions.
