Venezuela Boosts People Power
CARACAS - Venezuelan authorities
start on Monday to finalize details to
establish on Friday the Government Federal
Council, a mechanism aimed at strengthening
people''s power, decentralization, and
regional integral development.
This is the last stage to establish
plenaries, in which the rank and file will
present proposals to boost participatory
democracy.
The new instrument, turned into a law,
guarantees participation of different social
levels in decision making, from the
Executive to municipal spokespeople.
In recent weeks, each link chose its
representatives to the Council, an authority
composed of the Republic's Executive
vicepresident, the Minister Council
vicepresidents, the nine governors, one
mayor per state, the metropolitan mayors,
and 20 municipal spokespeople.
Among the 20 citizens in charge of
representing the people, nine were chosen by
farmers, fishermen, workers, intellectuals,
indigenous, women and sportspeople.
The initiative that will be established on
Friday by Venezuelan President Hugo Chavez
will play a planning and coordinating role
for actions to make progress in the process
of decentralization and transference of
competences in the different regions, in the
interest of an endogenous sustainable
development.
Leaders and social organizations said the
Government Federal Council counts on great
people's support.
Opposition sectors have criticized the
Council for considering it an instrument
supposedly devoted to in boost Chavez'
