Will It Pass Or Not? Reforms To Ley de
Tránsito May De Decided Next Week
Although the current legislative assembly
has all the intention of passing the reforms
to the Ley de Tránsito before its term is up
at the end of the month, negotiations
between the political parties appear to have
stalled.
Nothwistanding, legislators are expected to
be back on the discussion track on Tuesday
where the legislation could make it to first
vote. If that were to happen, the lawmakers
could effect the second vote on Thursday,
making into law.
For her part, former vice minister of the
MOPT, future legislator and future PLN party
whip, Viviana Martín assures that the Ley de
Tránsito is not on the agenda of the
incoming legislative assembly, as she is
confident it will be approved by the current
bunch of legislators.
The reforms to the Ley de Tránsito will drop
the traffic fines up to 66% of the current
fines that went into effect on March 1, 2010
and as approved by the same legislative body
on December 2008.
In addition, among other items, the reforms
remove the drivers license point sytem and
"pre-ebriedad" (pre-drunk) provisions and
only sanctions drivers with a 0.75 or higher
blood alcohol limit. The pre-drunk
provisions of the Ley de Tránsito allow
traffic officials to issue a fine and
confiscate the vehicle of any driver found
with a reading of between 0.50 and 0.74.
The PAC, ML and PASE opposition parties are
adamant that they will not negotiate their
position.
