Order
Suspension
Of Water
And
Sewer
Rate
Hikes
The Sala
IV or
Constitutional
Court
gave
Costa
Ricans a
Christmas
gift,
accepting
the
arguments
of the
Recurso
Amparo
(appeal),
ordering
the
reduction
of water
and
sewer
rates.
The
order
forces
the
Acueductos
y
Alcanterillados
(AyA) to
suspend
the rate
approval
by the
Autoridad
Reguladora
de
Servicios
Públicos
(Aresep)
that
would
see
water
rates go
up
13.47%
and
11.55%
for
sewers,
that
went
into
effect
last
October.
The
appeal
was made
by the
president
of the
sociación
de
Consumidores
de Costa
Rica,
Érick
Ulate.
Ulate
argued
that the
Aresep
first
approved
hikes of
8.58%
and
9.85%,
respectively,
but then
changed
the
approval
to the
higher
amounts,
explaining
the
change
to a
"material
error".
"We are
satisfied,
the
consumer
benefits
and for
the
Aresep
they
have to
learn to
respect
that
they
cannot
give an
approval
at a
public
hearing
and then
approve
a
different
rate",
said
Ulate.
The AyA
did not
comment
on
yesterday's
ruling. |
