Maneuvers
a
"Provocation",
Says
Nicaragua
Economic
adviser
of the
Sandinista
government,
Maj.
Bayardo
Arce,
described
as a
provocation
the
Costa
Rican
naval
and air
raids in
national
territory
this
week. In
remarks
to
journalists,
Arce
said
that
Costa
Rica is
following
a
worrying
policy
of
permanent,
systematic
provocation.
"I think
that it
would be
good to
carry
out a
thorough
investigation
on which
the
Costa
Rican
economic
interests
are
because
all this
aggressiveness
is not
normal,"
he said.
He said
that it
is
surprising
that the
position
assumed
by the
Costa
Rican
government
against
Nicaragua
emerges
as they
see that
for the
first
time a
government
start a
serious
plan to
assume
the
sovereignty
over the
San Juan
River.
Arce
informed
that the
Sandinista
administration
is
investing
over USD
$90
million
in the
Acoyapa-San
Carlos
road,

will
allow a
land
link
with San
Juan
river.
He
stated
that the
San
Carlos
airport
is also
being
rebuilt
and,
aided by
Japan,
they
will
build a
bridge
over the
river in
Santa Fe
area, to
allow
Nicaraguan
citizens
have an
excellent
link for
trade
and
communication,
and over
USD $10
million
from the
Inter-American
Development
Bank are
being
built in
the
Water
Route
program
to
support
the
tourist
sector.
He said
that
Costa
Rica has
started
this
disturbance
as
dredging
work in
San Juan
River
has
begun
and at
the same
time
talks
are
being
held
with a
Brazilian
company
to
promote
a better
use of
Cocibolca
Lake and
San Juan
River.
"The
only
explanation
for me
is that
there
may be
plenty
of money
at stake
in
provoking
a border
dispute
with
Costa
Rica,"
said
Arce.
