Seriously Violated
TEGUCIGALPA - A report on the situation in
Honduras released on Friday denounces
numerous cases of killing, torture,
repression and illegal detention committed
by the de facto regime since the coup of
June 28.
"At least seven people were killed as a
result of the disproportionate use of force
by security forces in crushing
demonstrations," says the document of the
Inter- American Commission on Human Rights (IACHR).
The IACHR expresses its concern for the lack
of progress in investigations to identify
and punish those responsible for these
crimes.
The coup regime and the Supreme Court of
Justice systematically deny the existence of
violations, which is translated into a
situation of inaction and tolerance that
facilitates the repetition of these
incidents to go unpunished, the commission
adds.
Entitled Honduras: Human Rights and Coup,
the text condemns the arbitrary declaration
of the state of emergency, the
criminalization of social protest and the
cruel, inhuman, humiliating treatment
against demonstrators.
In its conclusions, the IACHR affirms that
the aggressions had a greater impact on
women, who were subject of sexual violence
in many cases.
Similarly, other groups including the
Garifuna people, homosexuals and foreigners
were victims of discriminatory practices.
The report states that these human rights
violations are a consequence of the breaking
of the constitutional order, and warns that
the return to institutionality is necessary
for the protection and respect of guarantees
of all the country's inhabitants.
In an article published today, Tiempo daily
warns that president-elect Porfirio Lobo is
trying to avoid investigations of violations
committed since June 28 with general
amnesty.
However, this pending debt of justice about
what has happened during the de facto regime
will be subject to judicial treatment in the
International Criminal Court, the daily
says.
