TSE To Respect
"Sexual
Identity" On Cedulas
If a man wants
to look like a
woman or a woman
like a man on
his or her
cedula (Costa
Rica's identity
card), the
Tribunal Supremo
de Elecciones
(TSE) says it
will not oppose
it. The decision
is included in
the Reglamento
de Fotografías
for cedulas
issued after 21
June 2010, but
only made public
on Tuesday.
According to the
press statement,
the TSE defines
sexual identity
as "a sense of
ownership or
either sex and
that the way a
person sees
himself or
herself is a
crucial feature
of his or her
personality,
thus their
identity".
The statement
said that the
only thing the
officer
responsible for
taking the
picture is to
make sure that
eyes and facial
features are
clearly
distinguishable.
Transexaul
Andrey Porras
Araya, known as
"Natalia" was
able last
September to
have his picture
on his cedula
looking as a
woman said that
he/she is
satisfied with
the TSE decision
to change.
"Transsexuals
have existed for
thousands of
years but now
there is more
knowledge", said
told Irene
Vizcaíno of the
daily La Nación.
