Costa Rica has the embarrassing position of being placed in 128th position of the 133 nations included in the The Global Competitiveness Report 2009-2010 in respect of available services for cellular lines according to the number of inhabitants.

Notwithstanding, the country is posted in 15th position with respect to rates for mobile and fixed telephones. As to network readiness, Costa Rica placed 49th in the report and classed in the "UM" - upper middle class income, a classification taken by the World Bank situation as of December 2009.

Sweden tops the rankings of The Global Information Technology Report 2009-2010. With an extensive coverage of 133 economies worldwide, the report remains the world’s most comprehensive and authoritative international assessment of the impact of ICT on the development process and the competitiveness of nations.

The report indicates that 40% of all Costa Ricans have a cellular phones.

Last year, the Instituto Costarricense de Electricidad (ICE), launched 950.000 3G cellular lines, seeking to increase the coverage to 60% of the population.

Currently, ICE operates three cellular networks, the 3G that was introduced last December, the GSM that has been around since the 2002 and the TDMA, which is being phased out by the end of 2010.
