Residents Strike Could Be Over Today

The 13 day old strike by medical residents at state hospitals may be over today with both sides signing an agreement following 16 hours of straight talks between representatives of the residents and the Caja Costarricense de Seguro Social (CCSS).

The deal, if approved by the residents today at a vote this morning.

The residents wanted, among other things, the removal of the ¢32 million colones "pagaré" (promissory note), that would be called on my the CCSS if the doctor did not complete his or her residency for time at state hospitals.

The agreement calls for a guarantee fund that is funded with a contribution of 8% of the resident's base salary of ¢617.000 colones, to replace the promissory note.

The contribution would be for a seven year period, the residency period and if the resident stays on and completes the following three years of specialty, the contribution is reimbursed.

Arturo Herrera, representing the residents, said that the proposal is being seen positively by the residents but will have to wait to see the full agreement and if the residents vote in favour of it, the strike will be over immediately.

The agreement has the full support of the Unión Médica Nacional (UMN) which on Thursday had called for a strike my all medical doctors at the state hospitals, that resulted in a the cancellation of dozens of elective surgeries and hundreds of missed appointments at the hospitals, México, San Juan de Dios, Calderón Guardia and Mujeres.
