Congo Being Held
in Preventive
Detention
The former
consult of the
Republic of
Congo,Emery
Ngoyi Ndalamba,
assures to Costa
Rica authorities
that he is on a
consular mission
for his country
and that the
us$3 million
dollars found in
his bag at the
Aeropuerto Juan
Santamaría (San
José airport)
last Friday is
to be used to
fund a mission
in the region.
The former
consul, who had
been ordered to
two months
preventive
detention, while
the ministerio
de Relaciones
Exterior
(Foreign
Ministry) works
to clear up the
consular role of
the man.
Ngomi told Costa
Rican
authorities that
his multiple
visits to Costa
Rica was to
scout a possible
location and
fund a mission
that would serve
the isthmus
following
Mexico's
stripping Ngoyi
of his
credentials last
year.
However, Costa
Rican
authorities are
not buying the
story and
convinced that
the money is to
buy illegal
drugs and
Mexican
authorities
linking Ngoyi to
the murder of
his partner back
in March 2009.
While
authorities,
including
officials of the
Foreign
ministry, were
detaining Ngoyi,
the Policía
Control de
Drogas (PCD) was
busy detaining a
Romanian

and 14 in his
