The 1.7 Km San Francisco De
Dos Ríos - La Colina Road Almost Finished, 3
Years Later
It was September 2007 when the Holcim-Santa
Fe was awarded to the contract to build a
new road between San Francisco de Dos Río
and barrio La Colina, a 1.7 kilometre
stretch. And it was in 2008 that the
government expected to open the road for use
by the public.
However, due to a series of setbacks, work
stoppages and differences between the
contractor and the government, the road is
almost ready.
So, what happened?
No one is taking responsibility for the
setbacks, only that the government decided
to fine Holcim Santa-Fe for the delays, but
only from October 2009, the date when the
the vice-ministro de Transportes, Marco
Castro, said the road should have been
completed.
The only work left, almost three years
later, is to paint the lines on the new
road. And of course, missing also are the
traffic lights that are the responsibility
of the CONAVI and not the contractor.
In all, it will cost the contractor ¢1.2
million colones for each day after October
9, 2009. The total fine for the 158 days to
date is ¢18.960.000 colones.
However, collecting on the fine will be
another thing.
