Five
Companies
Show
Interest
In Costa
Rica's
Cellular
Telephone
Market
Costa
Rica's
Superintendencia
de
Telecomunicaciones
(SUTEL)
on
Monday
published
the
bidding
rules
for the
cellular
tender
that
sets out
the
terms
and
conditions
for
operators
planning
to bid
for one
of the
three
cellular
telephony
licenses.
The
bidders,
who are
required
to have
a
minimum
customer
base of
1.8
million
customers,
have
revenues
over
us$450
million
dollars
outside
of Costa
Rica and
have
been
operating
for over
five
years at
least in
one
country,
have 45
days to
place
their
bids.
The
Costa
Rican
government
will
grant
three
licenses
to
compete
with the
state
owned
telecom,
the
Instituto
Costarricense
de
Electricidad
(ICE).
The move
aims to
break
the
telecoms
monopoly
held by
ICE and
introduce
competition
into the
cellular
phone
market.
According
to the
SUTEL,
by noon
on
Tuesday,
17
copies
of the
bid
document
were
bought
up and
at least
five
companies
are
serious
about
making a
bid.
They
are:
Cable&Wireless,
Telefónica,
Claro,
Digicel
and
Millicom
(Amnet).
The
SUTEL
also
announced
that
each of
the
three
winning
bidders
will
have to
put up
us$70
million
dollars
for a
license.
The
interested
companies
have
until
November
5 to
submit
their
bids,
after
which
the
SUTEL
will
analyze
the bids
and
choose
three
operators
that
will
have to
be up
and
running
by
September
2011.
