Profits
From
Telecommunications
To
Finance
Free
Internet
In Costa
Rica
Schools
The plan
is to
use
revenues
from the
opening
of the
cellular
market
competition
to
finance
free
broad
band
internet
in
public
schools.
The idea
is to
expand
the
program
to all
schools
from the
current
coverage
of less
than
half the
schools
in Costa
Rica
that
have
free
internet.
At least
that is
the
proposal
by the
Ministerio
de
Educación
Pública
(MEP)
and the
Fondo
Nacional
de
Telecomunicaciones
(Fonatel),
signing
a joint
agreement
of
understanding
between
the two
government
agencies,
basing
it on
the Ley
General
de
Telecomunicaciones
(8642)
calls
for
profits
from the
cellular
market
opening
to be
directed
tot the
Fondo
Nacional.
For
starters
the
three
potential
operators
who will
compete
with the
state
telecom,
the
Instituto
Costarricense
de
Electricidad
(ICE)
will
have to
pay
us$70
million
dollars
each for
a
license
to
operate.
The
selection
of the
three
operators
will be
announced
after
November
5, 2010,
when all
interested
must
have
filed
their
proposal
based on
the bid
that was
just
published
earlier
this
week.
In
addition
to using
the
funds
for
internet
in the
schools,
the
ministerio
de
Educación
Pública
(MEP)
intends
to
create
technological
training
programs
for
teachers
and
administrative
support.
Leonaro
Garnier,
the
ministro
de
Educación,
said the
priority
will be
the 98
technical
schools
in the
country
that
directly
affects
some
20.000
students.
The
process
is that
the
Superintendencia
de
Telecomunicaciones
(Sutel)
- the
regulator
of
telecommunications
- will
have to
approve
the
projects
and
programs
financed
through
Fonatel,
who in
turn is
responsible
for
evaluating
the
projects
and
programs
proposed
by the
MEP.
Although
the
project
was
announced
on
Friday,
no date
on its
implementation
was
given.
George
Miley,
president
of the
SUTEL,
said
that the
plan is
in its
early
stages
and more
studies
and
evaluations
have to
be made
before
they can
be
implemented.
