ICE
Enables
Cellular
Video
Calling
In
Costa
Rica
Video
calling
is
now
a
reality
in
Costa
Rica
as
the
Instituto
Costarricense
de
Electricidad
(ICE)
enabled
the
service
"kölbi
video
llamada"
on
Monday
for
all
users
of
the
3G
cellular
network.
The
process
to
activate
video
calling
is
for
the
user,
from
their
cellular
phone,
to
send
a
text
message
to
the
number
6060
and
include
the
text
"activar
video".
According
to
ICE,
in
seconds,
the
service
is
enabled.
And
best
the
process
to
activate
and
disactivate
is
free
and
there
is
no
monthly
fee.
There
is
no
need
to
configure
the
service.
However,
both
the
client
making
the
call
as
the
recipient
must
have
the
service
active
and
have
a
terminal
that
has
the
video
call
options
and
connects
to
the
3G
network.
The
steps
are
simple:
1.
Dial
the
number
of
the
person
you
want
to
talk
to.
2.
Choose
the
option
/
Video
call
key
or
other
similar
name
on
the
terminal
(phone).
The
cost
for
each
video-call
is
the
same
as a
normal
phone
call,
that
is
˘33.91
per
minute
and
˘25.91
during
reduced
hours.
For
prepaid
lines
the
cost
is
˘34
and
˘28
respectively.
ICE
says
these
rates
are
promotional
rates
and
will
continue
depending
on
user
acceptance.
