Zero
Pardon
to
Chilean
Former
Oppressors

The
Chilean
Government
presented
a draft
reform
of the
prison
system
without
the
questioned
pardon
to
former
human
rights
violators,
though
it
failed
to rule
out the
measure.
Ministers
Rodrigo
Hinzpeter
(Interior)
and
Felipe
Bulnes
(Justice)
admitted
a lack
of
consensus
in the
country
to
pardon
ex
military
condemned
for
crimes
against
humanity,
an idea
initially
contained
in the
package
of
measures
that La
Moneda
announced
to face
prison
overpopulation.
"We
should
not open
social
wounds,"
said
Hinzpeter,
who
added
that the
said
benefit
would
only be
implemented
if a
cross
political
consensus
is
reached."
"We donâ�Öt
rule out
reaching
that
consensus,"
said
Bulnes.
However,
opposition
forces
in Chile
categorically
oppose
the
release
of ex
oppressors
of the
Augusto
Pinochet
regime
(1973-1990)
on the
grounds
of age
of
sickness.
"As a
party,
we have
an
ethical
limit
that is
beyond
negotiation
and we
will not
accept
any kind
of
pardon
regarding
human
rights
violators,"
said
President
of the
Socialist
Party
Osvaldo
Andrade.
Modifications
included
in the
bill
announced
on
Tuesday
would
benefit
those
charged
with
misdemeanors,
women
who had
served
two
thirds
of their
sentence
with
good
conduct
and
those
who have
not been
able to
pay
fines
because
they
lack
resources
to do
so.
The
Chilean
Government
admitted
that the
prison
system
has a
high
percentage
of young
people
accused
of
misdemeanors,
whose
social
degradation
has
intensified
in the
prisons,
where
there is
a
serious
overpopulation
and a
poor
infrastructure.
Chile is
considered
among
Latin
American
countries
with
large
prison
population.
