Promises
Projects
for
Guanacaste
Early
referendums
to
decide
the
membership
of
the
peninsula
and
an
amnesty
to
clear
the
coastal
areas
were
two
promises
made
by
the
president
of
Costa
Rica's
Legislative
Assembly,
Victor
Emilio
Granados,
during
the
ceremony
of
the
annexation
of
Nicoya.
Notably
moved,
under
the
intense
Guanacaste
heat,
Granados
gave
an
almost
informal
speech;
he
even
forgot
the
protocol
greetings
that
are
normally
given
at
the
beginning
of a
speech.
"Outside
of a
political
speech,
I
just
want
to
say
two
things"
said
Granados
and
promised
to
accelerate
the
law
projects
that
are
under
the
legislative
power
and
related
the
referendum
to
create
a
new
county
in
the
Peninsula,
belonging
to
the
Guanacaste
province.
He
assured
that
both
the
Presidenta
Laura
Chinchilla
and
the
deputies
of
the
province
have
approved
both
projects.
Chinchilla
agreed
and
in
her
own
speech
in
Nicoya
promised
to,
"maintain
the
proper
neutrality
so
that
the
projects
can
move
through
legislation
and
the
will
of
the
people
is
imposed."
The
legal
aspects
of
the
projects
have
been
under
the
Legislative
Assembly
for
several
years
and
proposed
to
conduct
a
plebiscite
for
the
territories
of
Paquera,
Lepanto
and
Cóbano,
which
will
no
longer
be
part
of
Puntarenas,
instead
forming
a
new
county
in
Guanacaste.
The
plebiscite
would
ensure
that
the
populations
of
these
territories
now
belonging
to
the
Puntarenas
province
will
decide
which
territory
they
want
to
belong
to.
