Chinese travelers are, generally, aspirational. The middle class is relatively new, and those with wealth are mostly new to the money. Therefore, they tend to go to the places that impress friends, family, and cohorts: Paris, New York, Hawaii, etc. Costa Rica is not on that list, and likely has relatively little awareness among Chinese bound for exotic, distant locales. But the effort to bring them is well-intentioned. With a population of 1.3 billion, it doesn’t take a lot of awareness to produce meaningful results.

One of the big challenges here is that there are parallel destinations in SE Asia with similar climates, tree species, and white sandy beaches where they’re likely to cater to Chinese speaking tourists. Whereas flying to Costa Rica costs a lot from China. Costa Rica doesn’t have a strong identity in China either. But you never know… with a master stroke tons of Chinese might come. For example, imagine a if a popular Chinese movie filmed in Costa Rica.
