Mind you all: This is one of the few processes that actually works in CR. It is efficient, clean, transparent and thorough. Private initative at work!

In my opinion Rtv stands out as an island of efficienty and professionalism in Costa Rica. I never have issues passing the annual test. Many of my tico friends hate Rtv for their thoroughness and nitpickiness. The reason you see so many vehicles on the road which obviously never saw an annual inspection is that there is an exclusion clause for agricultural vehicles. Many people – including urbanites – claim their vehicles to be used for agricultural purposes primarily, thus avoiding the rigidity of Rtv.

Also never take your vehicle in early. Due in May and you take it on April 29 due again May 1. They will et you do it and not say a word. Happened to me and did not know it until I tried to pay Marchamo.

IMO, these are not unreasonable new rules. It’s a moot point, however, since people will still be driving around with no Riteve sticker, they will not pay the fine if caught, and because they will not pass inspection, they won’t pay for their Marchamo–leaving us sops to act as subsidies to a broken system.
