Nicaragua is a member state of SICA and since it’s a summit of the heads of government and Daniel Noriega happens to head the government of Nicaragua, he’s invited. As simple as that. Now we know the real reason for the trip by the Communist/Socialist Obama. It is to meet with Ortega. If he were to schedule a visit directly with Ortega it would be showing his true colors. Costa Rica is being used by Obama for this. Shame on CR.
