Right! I think that 25% of the funds earmarked for infrastructure are actually spent on that. In fact, this kind of thing has been going on for so many years it wouldn’t surprise me if less than 10% of the funds are actually spent on improving/maintaining the infrastructure. If someone in the know were to indicate that NONE of the funds are actually spent on infrastructure, I wouldn’t doubt it.

Hate to add my voice to the chorus of skeptics, but just because CR earmarks 5.4% to infrastructure doesn’t mean it actually goes there. If the UN is using recent data, infrastructure spending includes the trail along the Rio San Juan that wasn’t needed in the first place and from the allocations for which at least $4000 was spent in one evening at a strip club by contractors and politicians.

Costa Rica spends the money right into lining the pockets of politicians. Building the infrastructure of political parties like the PLN. If government money is not allocated correctly, it is worthless for societal infrastructure. Governments do not need to spend more, they just need to clean up internal corruption. Spend more, and they will steal more. There needs to be serious consequences for government thieves. The money is there. Just take a look at Tamarindo. A huge tax base for Santa Cruz, but yet the municipality squanders that money, and very little is ever returned to better society. Put government criminals in prison and things will improve.

What a joke the UN has no clue. Go to Panama and look around they are fixing there roads and bridges and lots of new housing that is affordable to buy even for low and middle class type people. Costa Rican goverment says they spend on lots of stuff but its BS. UN does nothing and says give us money to throw out the window.
