Boy, that is quite a pot of loot. I would hope that it would be dispensed using the voucher system to bill the government for the amount of a work increment, and after having the work completely inspected and reviewed — everything accounted for and above board.

Good, I have seen leaks last for days before any thing is done, Maybe they should cut the top 100′s pay and benefits by 50 %, this might help cut cost and improve service?
