There are so many bad guys out there that have been arrested for murder multiple times but the charges didn&#039;t stick and they are back out on the streets.  We need good police work and solid investigations that will stick in court and put these guys away, and that requires a lot of resources that frankly the OIJ and most prosecutors simply don&#039;t have right now.
