While I found operations like the one this week ( http://insidecostarica.com/2015/10/27/breaking-costa-rican-authorities-carry-30-coordinated-raids-dismantle-leaders-san-jose-narco-gangs/ ) encouraging, the biggest problem as I see it is the limited resources and know-how of both investigators and prosecutors in this country in many cases to produce evidence and put together cases that actually stick and put these people behind bars. There are so many bad guys out there that have been arrested for murder multiple times but the charges didn’t stick and they are back out on the streets. We need good police work and solid investigations that will stick in court and put these guys away, and that requires a lot of resources that frankly the OIJ and most prosecutors simply don’t have right now. That is the real key, in my opinion.
