I run a small underfunded, under donated castration program here in Costa Rica. We have spent decades teaching and trying to change the Costa Rican culture towards animals. YOU ARE WELCOME! In order to reduce the overpopulation of street animals 70% of the animal population needs to be castrated or it will reverse once stopped. We used to do it for free. Now we charge a nominal fee; this places a value on the animal and people are more willing to “invest” in it. They start to look after it, bath it, feed it, invite it into the home and most importantly take it to a veterinary when it becomes ill. Before they would kick it to the street and get a new cute puppy. In order to change the problem in Costa Rica there are many different angles that have to be addressed. Such as education to the younger population, education to older population, castration to control the population, showing examples, etc. I think that the Mayor of Cartago should be given an award. He is trying to address some of these issues. Now if all Mayors followed his example the situation can change. Congratulations to this Mayor for initiating such a program. Unfortunately, for some people in this country a dog is little more than a living, breathing alarm system tied up in front of their house. That attitude has begun to drastically change amongst Ticos though over the last 6 years or so in my opinion, and many, many more Ticos are now seeings dogs for the amazing creatures they are and the attitudes of Costa Ricans towards their dogs, and dogs in general have changed significantly in recent years, in my opinion. Granted, this might not apply universally throughout the country, but in general, the Tico attitude about dogs is changing. I now know many Ticos that allow their dogs inside their homes, and to sleep in their homes – something that was very uncommon just 10 or 12 years ago. Hopefully the progress continues.
