A big part of the problem, I believe, is that the fines are not at all geared to the real national income averages, and especially not to the 20%+ of those living in poverty. As Karen Mata points out, it is not such a bad deal to make a deal with the traffic cop, instead of being completely wiped out by something like a 400,000 fine.

This criminal Doug Smith of willspy still claims to live and offers “services” in Escazu, Costa Rica; in a continuance of Cyber Fraud. He worked as a con man with an expired visa here for eight years, and he can’t give it up. He’s now lurking in the sweltering heat of San Juan del Sur, Nicaragua with the other poor undesirable expats.

I was once pulled over on the Caldera going over 100, passing in a bus lane, etc, etc.

The cop told me that point wise this pinch alone was enough to lose my license. I pulled out about 500$ and innocently asked if I could pay the ticket directly to him.

He would only take 100 though, and we were on our way.

This is my #1 problem with CR. Their rep for crooked cops is growing. Way more common for tourists than other crime. It will, at some point, start to hurt the economy when they start opting for places where it’s unlikely you’ll get shaken down by the police.

An officer tried to tell my husband his machamo was expired last week — my husband told him in spanish it was good till the end of the month — the officer said no and he would give him a ticket if he didn’t give him 20 dollars — my husband told him no that he would rather have a ticket — the officer told him to leave — this was near coco/liberia
