COLOMBIA: Indigenous People Say 'No' to IDB Loans The leaders of Colombia's indigenous peoples categorically stated that they would refuse any loans from the Inter-American Development Bank (IDB), and said they would not take part in the ”formal markets, financial circuits or market economy.” Indigenous communities will not accept loans, which could jeopardise their diversity, territory, cultural patrimony, ancestral wisdom and knowledge, and ”the cosmovision of each community”, according to a statement signed by the National Indigenous Organisation of Colombia (ONIC) and the Indigenous Authorities of Colombia (AICO). The organisations group the elders or spiritual leaders of the 90 indigenous communities that make up around two percent of the population of 42 million of this South American country, which is in the grip of a four-decade civil war between left-wing guerrillas, right-wing paramilitaries and the army.
