Panamanian Labour Rejects Draft Aviation Law

PANAMA - A draft civil aviation law in Panama, introduced by the government and which in reality covers more than that issue, is facing widespread opposition from trade unions.

The draft law was initially introduced as a proposal for civil aviation, but it also includes changes to labour, court, and criminal laws regulations.

Likewise, it covers issues related to the environment, migration, security, the national police, and the National Audit Office laws.

Despite opposition to the draft legislation from civil society groups, business people, labour unions, and environmental groups, it passed the first debate in the Transport Commission thanks to support from the ruling "Alianza por el Cambio" (Alliance for Change) Party.

The draft law exempts the police from arrest for alleged crimes carried out in the course of duty, which the labor unions consider to be an open door to impunity.
