Rodriguez Linked to INS
Fraud
The former president of
the Instituto Nacional
de Seguros (INS),
Cristóbal Zawadski, was
detained briefly
yesterday and then let
go on conditional
release in the early
hours of this morning,
following answering
questions of his role in
fraud committed against
the institution.
The Fiscalía has been
investigating Zawadski
when it was discovered
that Zawadksi and
Rodríguez received
us$1.4 million dollars
from the British
re-insurer PWS Holding
.INS lawyers have in
hand a letter from PWS
laywers in London sent
last February, where it
says that the former INS
employees and a current
employe of ICE and their
families, received a
total of us$2.1 million
dollars during the
Rodríguez (1998-2002)
administration.
The document directly
links former president
Rodríguez, Zawadzki and
Alvaro Acuna receiving
payment on the
overpricing of insurance
policies.
Included in the
investigation is his
wife, Hilda Montes de
Oca, the former chief of
"reaseguros" for the
INS, Alvaro Acuna Padro
and his wife, Roxana
Cordero.
All were called in to
the Ministerio Público
to give their statement,
but only Zawadski was
detained and held in the
cells of the OIJ in the
Tribunales Goicoechea
(court building), later
released by a judge on
the condition that he
not leave the country.
Today, former Cosa Rican
president, Miguel Ángel
Rodríguez, is expected
to make his appointment
to give his statement in
the matter.
Rafael Gairaud,
Rodríguez's lawyer, said
yesterday that his
client has no relation
with the money because
he is not the owner of
the Denisse corporation,
a Panamanian company
that received us$706.135
dollars from PWS.
Gairaud said that Rafael
Sequeira Garza was the
manager of Denisse, who
told in 2004 that Pieles
Costarricenses is the
owner of Denisse.
Documents confirm that
Miguel Angel Rodríguez
is the major shareholder
of Pieles Costarricenses.
Up to 2005 PWS was the
only authorized
re-insurer of the
Instituto Costarricense
de Electricidad (ICE)
properties. The INS
purchasing the
insurance, known as
policy U-500, from PWS
to cover any major
losses that could be
incurred. |
