Of Luxury Home Owners Haven't Paid Their
"Luxury Tax"
The Banco Hipotecario de la Vivienda (BANHVI)
says it can only build 350 "social
assistance" homes, a number far less than
expected, because the majority of owners of
luxury homes have not paid their "luxury
tax".

Due To The Puntarenas Festival
Traffic congestion on the new San José -
Caldera highway is expected to be heavy this
weekend and next, heavier perhaps than the
first weekend two weeks ago, when the new
road opened to the public, as tens of
thousands will head to the port town of
Puntarenas for the annual festival.
Reforms To The New Ley de Tránsito Expected
Approved Before March 1 Deadline
The country's legislators are in a rush to
approve the reforms to the reforms known as the
new Ley de Tránsito, that applies stiff fines
and sanctions to bad, reckless and drunk
drivers. Although the law was passed by
legislators and went into effect in December
2008, only the drunk driving provisions actually
went into effect, with the balance of the law
going into effect on September 23, 2009.

Firms from Brazil, Colombia, France and the
US are currently studying the bidding rules
for an US$812 million port concession in Costa
Rica's Limón province, port authority Japdeva spokesperson Israel Oconitrillo
said.

Puntarenas Festival A Go!
The annual Puntarenas Festival kicked off
yesterday when the Ministerio de Seguridad
Pública (MSP) and the Ministerio de Salud (MSP)
approved the permits at the last minute. Miguel
Rena, the president of hte organizing committee
of the Carnavales de Puntarenas said that
despite the last dealys, the permits for the
2010 festival were given at the last minute.
